Probable meaning is predicated on the daily unit etc. fine being paid. 'Coercive fine' in Patrick Chaffey's Juridisk Ordbok/straferett etc. for tvangsmulkt is questionable.

Also his tvangsgrunnlag = ground for enforcement doesn't fit in well here: '..grounds for enforcement of the enforcement', so needs to be modified.

Lastly, levy of distraint rather than of distress - which is usually in a Landlord-Tenant context of taking a tenant's goods (Scots law: poinding).
