Norwegian to English translations [PRO]
Law/Patents - Law (general) / data protection
Norwegian term or phrase: personvernombudet
Personvernombudet (at Datatilsynet)
In the document I'm translating, this seems to be used as the name of the department/institution and to refer to an individual person within that dept./institution. Google translation is privacy ombudsman, but that would refer to a person, not the dept./institution. Anyone have a good idea how to differentiate between these? I'd prefer "privacy protection representative" as well, since "ombudsman" means someone who investigates complaints, etc. and a "protection representative" - or similar wording - could mean more than that, i.e. someone who generally deals with the protection of personal data, not just handling complaints.
Contexts:
Personvernombudet (as logo)
... har Datatilsynet ved oppnevning av xx som personvernombud for Helse Bergen HF, fritatt helesortaket fra meldeplikten til Datatilsynet.
TIA for suggestions.

data protection officer
Explanation:
Having now looked at what this person actually does, I see no reason whatsoever not to go with Datatilsynet's own name for it. It ties in perfectly with Datatilsynet's own definition of the role (see below) and is used widely in the UK at least for this very role (see second definition below randomly selected from 700,000 hits):

Hva gjør et personvernombud?
For å heve bevisstheten og kompetansen knyttet til behandling av personopplysninger hos virksomheter, har Stortinget åpnet for at det kan utnevnes personvernombud. Ombudet er en ressursperson som enten er ansatt i virksomheten eller er en ekstern person, som har til oppgave å:
Føre oversikt over virksomhetens behandling av personopplysninger
Påse at ledelsen i virksomheten har etablert et system for internkontroll
Bistå personer som er registrert (kunder/borgere)
Besvare spørsmål om personvern internt i virksomheten
Påpeke brudd på personopplysningsloven overfor ledelsen
Være en kontaktperson ved henvendelser fra Datatilsynet
Holde seg orientert om utviklingen innen personvern

The role of DP Officer is to:
Maintain the annual University notification to the Information Commissioner’s Office
Ensure staff are aware of the Principles they must follow when handling personal data
Advise/recommend course of action when staff are unsure about applying the DP Principles to a particular procedure
Provide training to staff where necessary
Advise Schools and University Services on production of DP statements
Alert University/staff where a process/ procedure may breach the DP principles

Simples!

Explanation:
This is not Swedish, is it Norwegian.

Anyway, a "ombud" is not the same thing as "ombudsman", you are quite right.

disagree  Hege Jakobsen Lepri: Please check dictionaries before reiterating ignorace. Ombud and ombudsmann are exactly the same (except 'ombud' is gender neutral). Doesn't mean ombudsman needs to be part of the translation - but your reasoning is 100% wrong

  -> Thank you Mahala.

agree  rajagopalan sampatkumar: 'ombudsman' is an accepted term in English. There are 'privacy ombudsman for consumers, insurance etc.

  -> Thank you sampat.

disagree  Greta Holmer: Ombudsman is an accepted term yes, but not the same as ombud.
3 hrs
-> Quite. For the "English" meaning of ombudsman, check a good English Dictionary, eg, Collins.

disagree  Donna Stevens: These people do not receiv complaints, which is the primary function of an ombudsman. So ombudsman, no matter how wide you interpret the term, is not the proper title.
4 hrs
-> What the function of an ombudsman is, primary or otherwise, is defined by a good English dictionary.

disagree  Christopher Schröder: The function of the personvernombud does not correspond to that of an ombudsman however you choose to define it

-> Thank you Chris but I do not choose to define it, I leave that to standard dictionaries and the Asker.

Commissioner for Privacy Protection

Explanation:
In English, the word 'ombudsman' refers to someone who receives complaints. This entity does something else. It has been delegated responsibility for the handling of requests/notifications relating to privacy protection in research projects in Norway. It disseminates knowledge, offers advice and reviews applications for licenses.
A 'commissioner' is a person appointed to a specific role.

disagree  George Hopkins: Check a good dictionary. Ombudsman in English has a wider meaning than 'someone who receives complaints'.
1 hr
-> ayber, but if you check out their duties, the duties do not include receiving complaints. So ombudsman, no matter how wide you interpret the term, cannot be the correct term.

neutral  Hege Jakobsen Lepri: Ombud is as far as i'm concerned the gender neutral version of Ombudsmann - this becomes evident when forbrukerombud is translated into Consumer ombudsman in English

Data Protection Supervisor

Explanation:
Since Datatilsynet are involved I assume there is an IT reference here. Since Helse Bergen has been exempted from direct reporting by employing its own "personvernombud", a person rather than a department, then I would think this definition would be appropriate. The link reference describes the type of function involved in such a position.

Information and privacy commissioner

Explanation:
In a Canadian context this would probably be the term.
Even thought the term ombudsman could be used in the sense of "someone who oversees", commissioner would be used when we're talking of mandate that's limited to one specific area.

We should be aware, though, that information and privacy commissioners have a mandate that is closer to that of "Datatilsynet" than what is described for "personvernombudet", which, as far as I've read, is related to use and mainenance of research information related to privacy. I haven't found this specific function at any of the Information and privacy commissioners I've looked, so maybe a footnote is in place.

On second thought, maybe "commissioner for information and privacy in research" would be the best option

Example sentence(s):
  • The Yukon Information and Privacy Commissioner's role and mandate is defined and set out in the Access to Information and Protection of Privacy Act.
