Norwegian term or phrase: Faglig leder
The surrounding text is not very helpful, as it simply mentions recruiting a "faglig leder" who will develop the concept.

The company sells diet foods and healthy slimming products, and as far as I can see this person will be a qualified nutritionist or dietician as well as a manager = head of a department in the company.

I am not sure about development manager.

I have seen 'technical manager' suggested in an earlier KudoZ question, but that title does not quite cover here. This person is not an academic in an educational position either.

Thanks - after a discussion with the client, this one sounds best. They already have a Product Manager, who has different functions (to be reviewed when the new person joins...) They may go for a "Scientific Leader" - their suggestion - but are thinking about it!

disagree  Per Bergvall: If a sales manager manages sales, what does a specialist manager manage? Of the top 10 G-hits for "specialist manager", 7 are something else - like "Marketing Communications Specialist/Manager". And technical manager isn't similar - that's an adjective..
