I agree with Thomas that there are at least two levels here. I have both terms in my dictionary of Employment terms from NHH.
Collective bargaining may include negotiations about working hours, pension schemes, sick pay schemes, etc.

I thing 'wage bargaining' may be better for 'tariffkonferanse'.
