I agree with Sven, but I just want to point out that if it's a noun, then it's plural, and if it's a verb, then it's in the present tense.

As a Norwegian native speaker I might also add that the verb "å skatte" in the meaning "to cherish" is rare in modern Norwegian.

And: It can also be a verb meaning either "to tax (an income)" or "to pay taxes".
