"Fartøyet skal leveres stoffet under vannlinjen."

This is an item in technical specifications for a vessel. I can't decide whether I am looking at a typo, whether there is a missing fragment, or the sentence is simply something that I simply can't grasp.

Anti-fouling painted/bottom painted
Explanation:
Anti-fouling paint or bottom paint is a specialized coating applied to the hull of a ship or boat in order to slow the growth of organisms that attach to the hull and can affect a vessel's performance and durability.
http://en.wikipedia.org/wiki/Anti-fouling_paint

Notes to answerer
Asker: There is no mention of anti-fouling paint in the document, so "material" seems more reasonable.

Asker: Thanks to all. Now I know that I was dealing with the third of the three alternatives--that is, incomprehension.

neutral  Charles Ek: In other words: "The vessel shall be provided with the substance (material) below the waterline." Just saw the note re: "is to be delivered with ..." I don't agree with that translation. It's not delivery that is referenced by "leveres stoffet" here.

  -> Yes, 'provided' is better here, I just quickly went with the literal translation of 'leveres' since I think the verb 'stoffe' is what was causing the asker a comprehension problem.

  -> exactly, thanks

  -> thanks
