It's of no meaning for this translation of just a title, still, in this context, "persons with disabilities" regards to the pregnant women, not the hospital staff.

Unfortunately only the title is given in the document among other unrelated titles, so I cannot conclude if the stanowisko applies to the midwifes or the women giving birth, but the grammatical structure of the sentence suggests that it applies to the midwifes.

Czy wyobrażasz sobie, że akuszerka - kobieta, która pomaga rodzić dzieci - ma niesprawność intelektualną albo fizyczną? Może zapytaj kobiety ze swojej rodziny.
