Realizacja tej koncepcji jest możliwa poprzez podzielenie portalu na dwie części: strona główna strona podmiotowa I tak stronę główną BIP tworzy i redaguje MSWiA. Podstawowym celem strony głównej jest stworzenie pełnego katalogu jednostek posiadających informacje publiczne. Katalog ten będzie rozszerzany poprzez indywidualne zgłoszenia podmiotów posiadających informacje publiczne i zobligowanych ustawą do prowadzenia BIP. Jednostki takie mają obowiązek stworzenia własnego Biuletynu Informacji Publicznej zwanego stroną podmiotową. Obowiązek i odpowiedzialność za stworzenie strony podmiotowej spoczywa całkowicie na jednostce posiadającej informacje publiczne.
