I suppose it could be defined as realising research projects that come from the "mission" of the University, i.e. research that needs to be done in a given year (as a prerogative to e.g. get funding from the State);

Myślałam o "charter research" ale nie istnieje w anglojęzycznym internecie

Pomysły mile widziane, ale jeszcze milej widziany fragment (może Ustawy o Szkolnictwie Wyższym albo innego aktu prawnego) jakiegoś oficjalnego pisma jako że potrzebuję tego do oficjalnego dokumentu.
