I don't know about Britain, but in the U.S. we pay the "registration fee" annually so that the vehicle can be driven around (hence "circulação" in PT). In the case of car rentals, I suppose it's one of their gimmicks to just charge more money from their customers, i.e. amortizing their costs of this vehicle registration and passing it along to the consumer.

Thanks for the explanation and suggestion, I added licence and fee to the glossary because some of the suggestions on this site also appeared later on in my work, so I'm guessing there's a reason why Licence and Fee is there.

Notes to answerer
Asker: Thanks, Gilmar! On the Portuguese part it says (Licence and Fee) right after Suplemento de Circulação, which was also on another website that Teresa showed on the discussion board, so I was going to go with Licence and Fee, but I guess it's the same thing, right?

Asker: Thanks!

agree  Mario Freitas: I'd call it a permit, instead of licence or fee.
