phytosanitary

Explanation:
PHYTOSANITARY: of, relating to, or being measures for the control of plant diseases especially in agricultural crops

Phytosanitary certification is used to attest that consignments meet phytosanitary import requirements and is undertaken by an NPPO (National Plant Protection Organization). A phytosanitary certificate for export or for re-export can be issued only by a public officer who is technically qualified and duly authorized by an NPPO (ISPM 12).

APHIS also keeps export markets open for American agricultural products by working to eliminate unjustified sanitary or phytosanitary (SPS) barriers. (http://www.aphis.usda.gov/wps/portal/aphis/ourfocus/importex...
