This is in a birth certificate and I'm not sure if it is a Portuguese legalese meaning something like "by nomination in accordance to law", but it appears between the texts:

"[Nome], Oficial de Registro do 1o Distrito do Municipio e Comarca..., por nomeacao a forma da Lei, etc. CERTIFICATE que..."
