Conceptual Framework of Grades Explanation: It doesn't mean too much and sounds like typical Brazilian "flourish" to make something simple (a grading system) sound much more refined and well respected, but that's the literal translation. "Conceptual basis" (or framework) usually means a body of work that gives validity to a theory or idea.
