Logic dictates to me that it should mean something along the lines of "has access to" but I am not familiar with this phrase meaning this.

Ter cadastro de clientes significa que esse clientes voluntariamente preencheram um formulário com os seus dados, daí minha sugestão "has the data". Numa tradução mais livre, acho que sua solução "has access to" dá bem conta do recado.
