I don't know how this works in Portugal, but in Brazil, the "Licenciatura" students have to go an extra mile and take several extra subjects AFTER they get their BA to be entitled to a Licenciatura. The process mentioned by Mark below must be valid in Portugual, not in Brazil. Eduardo is translating a documet issued by USP. He must consider the Brazilian standards.

Based on further investigation, I suggest translating as "educational psychologist" or "degree in educational psychology". "O que muda com Bolonha
Segundo Bolonha, o ensino superior divide-se em três ciclos:

Ciclo Duração típica Designação internacional corrente Designação nacional oficial
1º ciclo 3 anos Bachelor of Science Licenciatura
2º ciclo 2 anos Master of Science Mestrado
3º ciclo 3 a 5 anos Ph.D. Doutoramento

A designação escolhida pela Lei Portuguesa para o primeiro ciclo é infeliz. Deveria chamar-se "bacharelato" e não "licenciatura".

Originally, there are two Portuguese first degree levels: bacharel and licenciado. Logically, bachelor can only be the equivalent of bacharel, however after the Bologna process the length of a licenciatura degree course was reduced to three years, i.e. to the length of a bachelors degree, so that post-Bologna the official PT-PT term for a bachelor's degree is licenciatura. Confusing but true.

In Brazil, you get your bachelor's degree when you complete the college course, but another period is required to be trained as a teacher and get the license to teach, as mentioned by Simões below. Translating a "licenciado" as bachelor, you'll place them in the same level as the one who simply finished the regular course, did not complete the extra period for the license, and is not entitled to teach.
