There is no requirement that one of the words is a verb. However, the meaning of phrastic is much more limited and technical than the meaning of frástico in PT. Phrastic means the meaning of a sentence that is "common to different moods" i.e. indicative, imperative, passive, etc., while neustic refers to the mood indicators. Frástico merely means "relativo à frase". The equivalent term in EN is phrasal.
