This is more a question on correct grammar/sentence structure, which is giving me some doubts.
This is a Power Point presentation on safety measures to be taken in electrical installations/systems when removing a Long Term a LOTO (Lock Out-Tag Out) - a process for isolating a system or piece of equipment, before putting it back into service.
I have trouble in correctly translating the second part of the first instruction (tenha feito também o travamento).
To me the whole sentence appears to read something like, "There should not be any other workers in the area, without also having made the locking".
However, this does not make sense when you see this is a procedure for unlocking and untagging and removing the LOTO.
It would make much more sense if the sentence read, "There should not be any other workers in the area, before having performed the unlocking procedure".
This would make sense but that is not what the sentence indicates to me unless I have misunderstood?
Most grateful if someone can advise?

Full context readds as follows:

Remoção de LOTO de Longo Prazo

Não deve haver outro trabalhador na área, sem que tenha feito também o travamento.

Todos os dispositivos, ferramentas e material auxiliar, devem ser retirados.
