Based on the other suggestions, perhaps the sentence could be adapted so that it reads:

"Shut off the circulation pump as soon as the turbine's turning gear starts to rotate".

Yes, as we can all clearly see - the turning gear rotates :)

However, I'm still not sure that "virador" specifically refers to the a 'turning gear' itself, due to the structure of the sentence. It's poorly expressed at best.

I think Richard Jenkins was in the right track with his answer and now after Carla posting those links it became clear that "turning gear" would be the choice term. Virador:

Not sure if this helps, since the context really is strange. But from the two sites below, I think this "virador" would be the "turning gear", and maybe the sentence has something to do with the speed it spins at?

I considered "starts to rotate", but am not 100% convinced because of the way the sentence is constructed, does make sense though
