Explanation:
On the packaging? I might be wrong, but what it seems is that this is 2nd grade fish, not your prime fish fillet, since it has not been skinned.

2ª would mean "peixe de segunda categoria, ou segunda qualidade".

\"pele\" would just mean that the fish contains the skin; these are usually sold at lower prices and indicate a lower quality, less processed product.
