Portuguese term or phrase: instabilizações por corte/aterro/infiltração de água
riscos de recalque diferenciado ou instabilizações por corte/aterro/infiltração de água associados ao movimento de marés

Hi everyone. I would really appreciate any help with the above. The context is an academic text about risk situations in Brazil, i.e. risk of land or soil settlement and subsidence due to tidal movement, storm surges, mudslides etc. and implications for local communities. So far, so good but I cannot work out what the corte/aterro refer to. Many thanks in advance.

cut and fill
Explanation:
As I understood your question is mainly about "corte e aterro"
"but I cannot work out what the corte/aterro refer to"

http://en.wikipedia.org/wiki/Cut_and_fill

In earthmoving, cut and fill is the process of constructing a railway, road or canal whereby the amount of material from cuts roughly matches the amount of fill needed to make nearby embankments, so minimizing the amount of construction labor.
