Good luck. Like everyone seems to agree, this word is a pain in the butt to translate. Best always to treat this word as one that needs to be described, rather then simply translated in a cookie-cutter fashion. I think "advanced" works extremely well within the context of pushing or shepherding initiatives through the congressional review process. Again, good luck. Let us know what you end up deciding to do with this one.

Muriel and Jack, the surrounding context is a report on the procedures to facilitate the approval, at Congress, of initiatives to raise funds abroad with support of multilateral agencies. It is part of the tittle of the whole report. Therefore, although "Protocol for the Conduct of Hearings and Consideration of Bills by Congress" would accurately convey the meaning of 'tramitação', it would be too long for a tittle, whose original Portuguese wording is:

"Tramitação de Processos e Projetos para Contratação de Financiamentos Externos pelas Estatais Brasileiras".

Luiz, might be 'Projetos de Lei' (Bills), but the ISSUE for me really is TRAMITAÇÃO. I believe there isn't consensus on this term. I liked your 'analysis for approval' suggestion. I though 'processing' at first, but it does not sound like a term used at Congress. 'Handling' does not seem as well like a standard term used in the legislative process. Thanks!

If the context is the National Congress, as you mentioned, "projetos" may refer to "projetos de lei" (bills). Sometimes they just say "projetos". In this case, you could say "processes (or proceedings) and bills being considered in Congress.

Since you objected to 'handling', perhaps 'management' is more appropriate. Or: omit it entirely. That would be a legitimate option.

I **often** omit the word 'process' when it's followed by a word that ends in '-tion' - which already means 'process'. Again, it depends on the context.
