The main issue here, however, is that this entire question is already in the twilight zone, as coolbrowne so neatly and wisely pointed out.
The OP has made a futile allegation that anyone reading an article on BRAZIL and who comes across the words Investigation Committee from Congress or Congressional Investigative Committee is going to think it refers to not only India (!), but a specific political party in India, when the latter has nothing to do with the country (Brazil) or the issue in the article.
Nonsense. In other words, posters are trying to solve a non-existent problem.
