"(os contratos) têm uma expressão resídual" means "they present / represent a relative value which is negligible, minor, irrelevant" when compared with the turnover of the industry/sector.
In PT, another way of saying this is "expressão marginal" or "representatividade marginal", which translates into EN as "marginal expression". (It also occurs "marginal representativity" and "marginal representativeness", but much less often).
