could anyone explain to me what "expressão residual" in this context? It's a report about the current condition of the milk industry in the EU.

This is another option in addition to the correct suggestion of Ana.
"(os contratos) têm uma expressão resídual" means "they present / represent a relative value which is negligible, minor, irrelevant" when compared with the turnover of the industry/sector.
In PT, another way of saying this is "expressão marginal" or "representatividade marginal", which translates into EN as "marginal expression". (It also occurs "marginal representativity" and "marginal representativeness", but much less often).
