Interesting observations. In referring to politicians, I definitely think that "privileges" would be more appropriate. Talking of which, this video is to the point. It addresses the "mordomias" of the political establishment in Brazil. Pay close attention to min. 2:05 of the video where she talks about the "foro privilegiado", which is only one of the political privileges: https://youtu.be/gHHOOec4Kxc This is priceless. It would be great if we had an exposé of each country in the world. Brazil certainly is not alone.

From the contexts that I looked at, 'perks' seems to apply more specifically to employees, while privileges also applies to members of large groups and associations. I think that's where the difference lies, which is why I voted for 'privileges'. But 'perks' would not be wrong and it can have a connotation of taking special advantage, which is implied by "mordomia".

For what it's worth, I did searches (using quote marks) and found 766,000 hits for "privileges and benefits" vs. 428,000 for "perks and benefits" -- fully mindful of the unreliability of these numbers. Here's an interesting definition of 'perks':

Robert Half describes employee benefits as a form of non-wage compensation that if not offered, employees would likely have to self-fund, while perks are “nice-to-have additions to an employee's salary and benefits package.” ... I didn't read the source text carefully "plano de redução de despesas com verbas de gabinete, MORDOMIAS e benefícios."
Now I realize that "fringe benefits" would be repetitive next to benefits. I'm withdrawing my suggestion and voting for "perks" which fits nicely in the context.
