Medical - Government / Politics / co-financing
Portuguese term or phrase: encargo com a saúde
Hi all - this term crops up in relation to government co-financing commitments in a funding document. What is the precise term in EN - I assume it's (payment) for health care, but I'm not sure exactly what it represents in the country context (Guinea-Bissau) and as a co-financing item. Any help/ideas appreciated. Thank you!

"Outra forma de contrapartida nacional no Sector da Saúde é através das isenções aduaneiras, alimentação,** Encargo com a Saúde**, (...), etc., que consiste de que maneira na comparticipação monetária do Estado."

"A Comparticipação do Governo no sector da saúde, é prioritariamente aplicada em recursos humanos e noutros gastos recorrentes (alimentação, combustíveis, **encargo com a saúde**, isenções aduaneiras, (...) prestações de serviços,etc.)..)."

This article gives an explanation of this payment assistance:

"Medical benefit payments to civil servants are large, benefit only a small number of individuals, and lack the appropriate safeguards to avoid mismanagement. Civil servants are entitled to receive financial assistance from the government in case of a medical emergency that requires evacuation to seek adequate treatment overseas. This medical benefit (encargo com saude) is non-contributory and financed through the budget. It is normally paid out as a lump sum of 1.5–2.5 million CFAF (US$2,800–
4,700) on the condition that the civil servant presents official documents to justify the need to seek treatment abroad. Not all civil servants enjoy equal access to this benefit, ....."

Improvements in public financial management in 2017 saw spending on this subcategory fall sharply to 0.5 percent of GDP."

health liabilities

Explanation:
In Guiné Bissau's general budget proposal
( http://www.mef.gw/images/PDF/OGE_RECT2012.pdf ) , there is a reference to the "Encargos com saúde" in article 30º

In the "2003 Financial Report of the United States Government" (please see link below) there is a reference to "health liabilities".

This seems to be an adequate translation for the context in which the term is used in Guiné Bissau's laws

Example sentence(s):
  • is the recognition of the year's actuarial expense for pension and health liabilities for civilian and military employees and veteran's compensation of $290.6 billion
