English translation: which will always be (mandatory) documents

Law/Patents - Insurance
Portuguese term or phrase: constituirão sempre documentos
I'm not sure if I understand correctly the second part of this text:

"Entregar simultaneamente ao SEGURADO e a SEGURADORA as atas dessas reuniões, que constituirão sempre documentos prévios indispensáveis a qualquer direito de acao judicial por quaisquer das partes em desacordo."

This under under the Arbitration Clause of an insurance policy. Here goes my try:

"Deliver simultaneously to the INSURED and INSURER the minutes of those meetings, which shall always establish the necessary documents before any right to legal action by any of the parties in dispute."

Explanation:
Indispensáveis - mandatory
I do not think you need to include any mention of "previous" or "prior", as this notion is inherently included in the term "mandatory".
