SIPC was created by the U.S. Congress in 1970. The first excess SIPC policy was written in 1972, however, no excess SIPC claims have ever been filed. Since 1970, only a handful of major broker-dealers have failed. In each liquidation, SIPC covered all accounts and Excess Carriers did not have to pay out any money.
