I have never seen this expression before... it's from a European Portuguese project proposal for IT services and only appears once in the document I am translating.

"O pacote de dias proposto poderia ser utilizado nas diversas fases do projecto, sendo que o planeamento das actividades seria efectuado em conjunto entre a (XXX) e a (YYY)."
