In my legal studies, the term was prescription / period of prescription - dictionary definition above - although I am aware not all jurisdictions employ this term

agree  Ana Rita Santiago: Now that the context is available, we can see that it refers to "prescrição punitiva", that is if prescribed the crime is no longer enforceable. I believe "time bar" is usually used in civil matters, when a contract defines a time bar limit.
