Explanation:
If this is from Brazil, that country had separate ministries for each of its armed services but may have "recently" established a Ministry of Defense. It was discussed for quite awhile but I am not sure whether it happened and I don't have time to check that out. From the pure translation standpoint, however, I don't see how you can make it anything but Ministry of the Army. Ministry of Defense is something different.

seems to be it, I don't think there's a "ministério do exército" in Portugal.
Rather it should be "Ministério da defesa"
