agree  Gilmar Fernandes: 1st correct answer: Bingo! Yes they are free, my wife used to be a teacher for Prefeitura de Belo Horizonte and they had these cultural campaigns all the time for students and also school employees. Needed to show school ID to exchange f/actual Tickets.

Well, it is free, because the Rio's city hall gave to students from public schools (which normally are poor students who don't have enough money to pay for education). however, it's not the ticket itself because you have to change for the actual ticket at the cinema. So, I would say free coupons.
