Retained Firefighter


Explanation:
Retained Firefighters are not full time but work on a voluntary contractual basis being "on-call" from their normal "full time" job.

The term Community Firefighter is being used on the link given for the other answer to recruit full time firemen and thus it does not describe a more voluntary type of role which is indicated by the question.

At least that is how I read it. In any event this gives another option to choose from.
