While we would never say it in ordinary English, it's perfectly correct medicalese. I agree with 'dogs that tested positive' and 'dogs that were positive', but that actually assumes some "reforms" in medical language, which have long been advocated. In the real world, you're more likely to see 'positive dogs'.

(It's part of the mindset that calls patients 'cases'.)
