Paulo, um pouco mais de contexto ajudava. No entanto, e pela idéia que tentas dar, parece que é proibido atracar navios encostados a outros já atracados ao cais. Não sou brasileiro mas parece que aparelhar está com este sentido, i.e mooring alongside other vessels is forbidden.

É na gíria montar o barco, o seu aparelho, as velas, mastro, palamenta etc...

E acho que em português correcto seria "proibido aparelhar" e não "proibido DE aparelhar"
