The problem is that as it stands the phrase is ambiguous in at least two ways (we should have had more context, obviously you know something more)...

1. "sustinere" is normally a plea in court or a claim, not a request (it could be interpreted as a request in the right context)

2. "privind" could be interpreted as 1. sb. is making a request to start a judicial inquiry; 2. sb. comes to make a claim regarding the object of a judicial inquiry already underway (to influence its course, but unsuccessfully, because unsubstantiated).
