neutral  Annamaria Amik: Is this the right term also for a decision/judgment which finds or establishes that an offence has been committed? (don't know where else to ask this question, so I placed it here :) ) A council/committee usually passes decisions, not judgments.

  -> Yes. If the offence is a civil one. There is no intimation of a criminal offence or scenario in discrimination and judicial review. And a declaratory finding vs. judgment can also be made by a committee.
