«graduate engineer»(«ingénieur diplômé») - may be a description that is useful. In the United States at least, it will not be understood, though it may be understood in other parts of the English speaking world. It depends on your target audience as well.

To be an engineer has a second meaning : earning the engineering degree after rather long training period (usually 5 years after Baccalauréat), with a curriculum that includes a balance of scientific, technical and even economic studies.

We stress these two definitions since they sometimes don't overlap within companies : :

it is possible to get an engineering job without having an engineering degree ;
the career of graduate engineers often leads them to managerial positions where technical aspects may disappear or, at least, be reduced..

Only the title of «graduate engineer»(«ingénieur diplômé») is controlled and protected by law

One might use this term or some similar term and add an explanatory note for those countries where this term is not used and where the educational and professional system differs from others. "Engineering graduate" or "graduate of engineering" may be a way around the question. The issue, though, basically comes to the fact that "Engineer" is not a title in the United States, at least, while in other places it may be.

Asker: Multumesc, asa as fi spus si eu, insa trebuie sa se faca cumva diferenta intre inginer cu 5 ani si inginer colegiu cu 3 ani. Termenul oferit de dumneavoastra nu face diferenta asta.

disagree  Sandra & Kenneth Grossman: No. A B.Sc. in engineering is equivalent with the title of engineer. This is NOT an engineer. Your references about Uganda etc. are totally irrelevant and your lack of knowledge of the Romanian system is clear.

  -> A B.S. in Engineering is not a M.S. in Engineering. The term is clear by itself. A bachelor's degree (4 year course of study) is not a Master's degree (6 years course of study, or five, if articulated with a B.S. special option program). See above also.
