Explanation: OK, I would like to explain myself here. First of all thank you, everybody, for your time and efforts :) Perhaps, I should not have DISAGREED with one of the proposed answers, since I had come up with the same obvious translation before posting here. I was just hoping to get something better, since the first group of people, that I consulted with, did not find it very "natural" sounding. However, it certainly does depend on what kind of people one asks and where exactly they are from. The first people that I asked about this knew that I had a doubt about my own translation, and, perhaps, their reaction was biased. They told me that it did not sound right and tried alternatives such as large and big forehead! Now, in the last half hour I asked more people regarding this. This time I just read out the full sentence and did not ask them specifically about the “high forehead” being wrong or right. These people say that it does not sound wrong, but, perhaps, slightly unusual and/or medical! When I asked them specifically about this, a suggestion of HIGH BROW, instead of high forehead came up and the receding hairline perception was there again also! I think what we have here is the slight semantic difference between the Russian and English equivalents, the Russians seem to see the intelligence when we say высокий лоб whereas some native speaker see it as just a very detailed description of somebody, who might be slightly bald! I was thinking that to resolve the ambiguity, a less direct translation would be the best, such as "he had a prominent and something, something forehead..." basically, it does not have to be a 2 word translation, it could be a long sentence. If you have a look at anthropological sites, you will see that more often than not \'high forehead\' is used.

This is a strange understanding, I would say... Why a sign of baldness? There are many women who have high foreheads and who would say they are bald? <smile> But if you dont like \'high forehead\', look at the next answer of mine...

I still don\'t understand why you so strongly associate high forehead with a receding hairline... If you so much dislike HIGH FOREHEAD, what about BROAD FOREHEAD? Like in, A heart shaped face has a broad forehead curving down to a small chin and mouth.
