Explanation:
I understand that this is technically a different term (see e.g. http://pmzilla.com/project-initiator-vs-sponsor and http://www.projectmanagementquestions.com/1751/what-the-role... but from my experience in Russian copies "инициатор" almost always stands for "спонсор", where the copywriters shy away from using the latter term as an "англицизм". Perhaps you could use the context to find out if this is the case here too.
