Explanation:
District is generally fine, but technically "district" can refer both to Uyezd and Gubernia, and there were schools both at uyezd and gubernia levels in the Russian Empire (not to mention there were also volost schools).

So I believe uyezd school would be more accurate, especially for an education certificate
