I am trying to establish whether this should be translated simply as 'coal' or whether it ALWAYS refers to coal with a particularly high carbon content. i.e. hard coal (or possibly black coal).

Thanks to all. In the end I checked with the client and they just meant 'generic coal', but it was useful for me to see that I did have grounds for checking.
