Dear Colleagues,
I am inclined to translate this simply as 'metering' systems, but would appreciate advice as to whether I need to use the word 'control' - are these systems actually 'controlling' consumption in some way, or are they merely 'supervising' it, i.e. metering it.

"приборы контроля и учета энергии" is more often used in Russian - that means 'power metering equipment'. Actually the only purpose thereof is to meter and register consumed power. Being connected to a data acquisition, storage and processing system together with hardware and software thereof form power accounting systems.
