Hello fellow linguists,
Has anyone ever come across this word before? I have googled it and found that it comes up in a lot of articles relating to protests/demonstrations where there is unjust police intervention...
The context in which it appears in the article I am translating is below:

С точки зрения чисто формально, если уж где-то проходит согласованное мероприятие, то там, как правило, там полиция имеет изначально инструкцию не обеспечить массовое это винтилово, а обеспечить какой-то порядок приличный.

Is it just another word for 'protest' or 'demonstration'? Ie. 'the police have been given initial instructions not to let this protest get out of hand/ escalate, but rather to ensure some sort of proper order.'
