I don't think it is hard for you to write my name correctly. If you can't read it, ask someone to read it for you.
We are all suggesting our options and discussing it, Asker would like something a little more felicitous. I agreed with Susan's as well and Asker's version works here, so what is wrong here? If Asker would like something different!?

And if you really thought ''window dressing" was perfect here, then why on earth would you even bother posting your ''reference information'' (which, in fact, is not at all what it purports to be, but rather a lame imitation of the Asker's own phrase)? Or should we just assume that you didn't think it was perfect until Susan said it was? ;-) Just curious.

Yes, I wasn't sure about "governor gear", I thought it might be useful in figurative sense, because, it also means "ведущая шестерня",
Regarding the Russian word "локомотив"? I wouldn't use "locomotive' because, in this context, it is about driving force or (driving) engine. The first option seems better to me.

Comment to Turdimurod: Simply "Engine" would work as well, but not Governor gear - the purpose of this device is to limit the maximum speed - not something you want to use here.

I also think window dressing is perfect here. But for the Russian word «локомотив», I would use "driving force" or "driving engine" or "governor gear" (if more figuratively). IMHO The Russian word «локомотив» must have different equivalent in this case.

I think your own phrase is perfect. But I wouldn't say Kazakhstan is the "engine room." Maybe that's BE, but it makes no sense in AE. What's wrong with "locomotive"? It's a perfectly common English idiom to say something or other is a "locomotive of development" or whatever.
