Russian term or phrase: Намечать курс
Речь идет о Советских эмигрантах в 1977 году, *намечающих курс на Запад* через Израиль или Австрию-Италию. При этом приглашение, конечно, Израильское - хотя по правде они направлялись в Америку.

Можно, конечно, сказать "charting their course to the West", но кажеться при этом варианте что-то теряется (элемент бюрократии, может?)
