Grading this question was tough, because all of the answers were appropriate. Here are the reasons I did NOT pick the other phrases:
EVERYONE'S DREAM - the family waited for this apartment for a log time, so this phrase would make it sound as if THEY (not others in the community) had been dreaming of it.
COVETED BY MANY - seems too strong in this context, bringing up associations of potential jealousies and enemies (which there very well may have been, but the reader doesn't know this for a fact).
A DREAM COME TRUE - as usual, Kiwi came up with an excellent and appropriate idiomatic expression. But again, it could lead to confusion about the apartment being a dream come true for the family (it was, but I need to stress that it was a dream shared by most people at the time).
