I wonder if пиариться is a typo, but if so, I can't guess what it should be.

There's a fixed expression exists - "клясться на крови" (to swear to tell the truth and sign your swear words with your blood). Thereby, "пиариться на крови" would mean "to beat your chest like gorilla in front of public, telling them that everything you wish most of all is the nation to be happy, that you're honest, kind, etc. and build your trust by telling such words"
