I separated it out into two sentences, but I am still struggling with mentioning all of its details and not sacrificing its flow.

Yet, she is spending the entire time from her second birthday till today in the embrace of the cold earth. Meanwhile, watching the living chronicle of those events that we have provided to him in the form of a videotape where the daily tumor regression has been recorded down to its complete disappearance, Dr.“Vasya” snores down the whole world with a quiet soul and conscience.

So, we do say, he snores the house down, can you say, he snores down the whole world?

I'm not sure I've got the meaning of this right. Maybe splotnik's idea of "dead to the world" is right, and then I'd put "snoring peacefully" - as she says, with a clear conscience (and picking up the dual meaning of мир).
I'm also worried about the tense of "watching" and of "spending" and whether she is alive (having escaped from the embrace of the cold earth) or dead (still being in the embrace of the cold earth).

Wow - this is a complicated one! You've called her a "lady, but she seems to have died at the age of 2? If I've got that right, how about this for the whole passage?

She has spent the whole time from her second birthday till today in the embrace of the cold earth, whereas Dr Vasya, reviewing in his sleep the living chronicle of those events that we provided to him in the form of a videotape showing the tumor regressing almost daily down to nothing, is snoring with a clear conscience, dead to the world.

Asker: yes, but how about the 'world' context, the fact that his snoring is significant to the world...

Asker: The lady died 12 years ago, partly owing to the doctor's fault. So, I guess the meaning here is that while the lady sleeps in cold earth, the doctors snores indifferently while watching chronicles provided by the author (with a video of alternative treatment that the doctor reduced to take into consideration). At first, I translated "watching" as "having reviewed", but then I realized that possibly the intent here is to mean that he snores and watches a dream (continuation of reality).
