Russian term or phrase: предельная величина базы
Hi, all, I wonder if you could help me come up with the accepted term for this phrase, a bit out of my wheelhouse, within this title : Постановление Правительства РФ от 30 ноября 2013 г. № 1101 “О предельной величине базы для начисления страховых взносов в государственные внебюджетные фонды с 1 января 2014 г.“

The link to the full text is above. The general meaning seems clear, but I'd like to know the accepted term. Thanks for your help!

English translation:maximum amount subject to extrabudgetary fund withholding
Explanation:
How you say it depends on what the intended purpose of your translation is. If verbatim Runglish is what you have in mind, it will be something like "On the Maximum Base Subject to Insurance Premiums Payable to Extrabudgetary Funds Beginning on January 1, 2014".

However, that would be highly confusing for anyone dealing with similar matters in actual English. A tax is a tax is a tax. It is not an insurance premium no matter what you call it. Taxes are assessed, withheld and/or paid. That's the standard English terminology you want to use here.

Second, even though the word base, as in tax base is indeed used in English sometimes (such as here, among other places: http://www.ssa.gov/oact/cola/cbb.html) it is nowhere near as common usage-wise as the same word in Russian. At the end of the day, the preferred and more natural turn of phrase in English is still the amount subject to tax rather than tax base.

P.S. Naturally, all of the above applies to American English. I wouldn't know about the Brits.
