The first formulation is akward, I admit. It\'s better just to say \"capital gains taxation\", but I was translating your phrase completely (it\'s important to translate every word in some kinds of legal text, even if it\'s not very elegant).
As far as the term \"capital gains tax\" is concerned, I\'m absolutely sure it\'s correct (I pay it every year!). I don\'t know what Asknine means by \"an all-covering term\" but that is the tax you pay on income earned from securities.

Не знаю, как перевести "порядок", не понимаю контекста. Может это слово вообще переводить не нужно.

Доход по ценным бумагам - это не только (ценный мех)... не только capital gains, ведь может быть простая продажа акций (чужих). Более того, есть указание в оригинале - доход от ОПЕРАЦИЙ.
